Google's new beta product, Google Page Creator - http://pages.google.com, will let you create a website using your browser, so you don't have to have anything stored locally.

Also, you don't have to have a knowledge of any scripting and programming languages (such as: HTML, JS, C#, etc.) to create your website. Plus, you have 100 MB space, so you can upload lots of photos along with text and what not.
