Better to send the Nepal Police Report and FBI report with the application. However they may ask for FBI clearance again since it is valid for only certain period (I think 6 months) in my case they didn't ask again, but I think some got second request later.

Thanks Max, We have the police report from nepal, but it's gonna take some time for the US police report, so would it be okay to send all other application documents including police report from Nepal and send police report from US later on? Thanks again,
