Actually , she requested for visa date , which that time was very difficult to get . Anyone can ask for emergency appointment . She never asked / requested for visa for the said individuals .

Deputy Speaker of the house has some protocols to be followed. She could have approached with diplomatic channel through foreign ministry if she was trying to help. She is clearly at fault regardless of her intentions.
