Nepal Maoists to conditionally give up arms

NEW DELHI: Nepal's Maoist guerrillas are ready to lay down arms if King Gyanendra agrees to form a constituent assembly.

But if the monarch does not agree, they will continue their campaign to overthrow the "stubborn king", a spokesman for the Communist Party of Nepal-Maoist told the BBC Hindi service.

The Maoists have also asked the Indian government to clarify its stand on the kind of democracy it wanted in Nepal.

"We are clearly saying that we want to be a part of the new mainstream, which would have to be through the process of formation of the constituent assembly, and then the people of Nepal would decide what kind of democracy they want.

"If this happens, we are ready to give up arms and join the peaceful democratic set up," spokesman Krishna Bahadur Mahara said in an interview from an undisclosed location.

नेपाल के माओवादी विद्रोहियों के नेता का कहना है कि अगर राजा ज्ञानेंद्र संविधान सभा का गठन करने पर राज़ी हो जाते हैं तो वे हथियार छोड़ सकते हैं लेकिन ऐसा नहीं हुआ तो राजशाही को हटाने के लिए उनका संघर्ष जारी रहेगा.
माओवादी विद्रोहियों ने भारत सरकार से कहा है कि वह अपनी स्थिति स्पष्ट करे कि वह नेपाल में किस तरह का लोकतंत्र चाहता है.

बीबीसी हिंदी सेवा से एक विशेष बातचीत में माओवादी नेता कृष्ण बहादुर महरा ने एक अज्ञात स्थान से बीबीसी से बातचीत में कहा कि "हम साफ़ शब्दों में कह रहे हैं कि हम मुख्य धारा में लौट सकते हैं बशर्ते संविधान सभा का गठन हो, इसके बाद नेपाल की जनता ही तय करेगी कि कैसा लोकतंत्र होना चाहिए."


भारत सरकार नेपाल नरेश से जिस तरह का लोकतंत्र लागू करने को कह रही है वैसा लोकतंत्र हम नहीं चाहते. हम ऐसा लोकतंत्र चाहते हैं जो सही मायनों में जनता का लोकतंत्र हो

कम्युनिस्ट पार्टी ऑफ़ नेपाल (माओवादी) के प्रवक्ता महरा ने कहा, "अगर ऐसा हुआ तो हम हथियार छोड़कर लोकतांत्रिक धारा में आने को तैयार हैं."

राजा ज्ञानेंद्र के रवैए के बारे में पूछे जाने पर उन्होंने कहा, "अगर राजा तैयार हों संविधान सभा का गठन आसानी और शांति से हो सकता है लेकिन अगर ऐसा नहीं हुआ तो हम अपना संघर्ष तेज़ कर देंगे."

महरा ने कहा, "हम पिछले दस वर्षों से लड़ रहे हैं और हम राजनीतिक दलों से मिलकर अपना संघर्ष जारी रखेंगे ताकि ज़िद्दी राजा को बात समझ में आ जाए, और अगर वे नहीं समझेंगे तो हम उन्हें सत्ता से हटा देंगे."

उन्होंने कहा कि माओवादियों का राजा ज्ञानेंद्र से कोई व्यक्तिगत बैर नहीं है लेकिन वे राजशाही के ख़िलाफ़ हैं.

महरा ने कहा, "एक बार जब राजनीतिक व्यवस्था क़ायम हो जाती है तो हम हथियार छोड़कर उसमें शामिल हो सकते हैं लेकिन उसके पहले नहीं."

भारत की भूमिका के बारे में महरा ने कहा, "भारत सरकार नेपाल नरेश से जिस तरह का लोकतंत्र लागू करने को कह रही है वैसा लोकतंत्र हम नहीं चाहते. हम ऐसा लोकतंत्र चाहते हैं जो सही मायनों में जनता का लोकतंत्र हो."

उन्होंने कहा, "भारत को अपनी स्थिति स्पष्ट करनी चाहिए और नेपाल की जनता के साथ मज़बूती से खड़े होना चाहिए."

महरा ने स्पष्ट किया कि उनका भारत सरकार के साथ कोई सीधा संपर्क नहीं है लेकिन हमें ऐसा लगता है कि भारत नेपाली जनता के साथ है न कि राजशाही के साथ.

नेपाल में राजा ज्ञानेंद्र ने पिछले वर्ष शेर बहादुर देऊबा की सरकार को बरख़ास्त करके सत्ता अपने हाथ में ले ली थी.

why shoud we not belive maoist? They are trying to find an exit from the current revolution with good results. if Nepal and Nepali people fail to understand this situation, we all Nepali are going to loose. If Gyanendra keeps continuing his monopoly in the country, there will be no space for democratic mind. Maoists have agreed for multipary party system but Gyanendra is going out of this. I think not a single nepali wants this criminal, drugdealer and the most corrupt Gyane representing and ruling our beautiful country Nepal.

Nice to hear all this. Getting the sense of what is going on. Maoist want to put the arms down in condition there should be general assembly. General assembly means the first agenda is "Keep the King or Not". Hmm...... Interesting.

Second agenda will be who will the RNA be under? King or Elected Leader? Hmmm.... This is getting really interesting.

What does the King do now? He has been trapped in between fire and frying pan. Its gonna be interesting what he chooses to do... Poor Parase...... देउबा I have really started doubtin on him as a realy puppet of the Palace. He has never challanged anything and he is the first one to get kicked by the king everytime he gets on the Prime minister's chair. HUUh देउबा it must hurt real bad every time you get on that chair.

It must take some gutsy guy to lead nepal, these old hags dont do much, all they are interested is collecting money from treasury and they dont know that they get busted everytime king gets mad. We need some warm blood, smart ones, smarter than madan bhandari and all. प्रचन्द has already disappointed all the nepalese उस ले आफ्नो रुप् देखाइ सक्यो that how ruthless he can be to poor people. He will never be the ruler of nepal, no body will let him do it, neither nepalese people nor foreign countries.

Maoist know that they have started to fail. They have been shown unsuccessful by the army as they have not been able to capture even a single city, its been 10 years and their followers have started getting frustrated. Thats the policy of King to hold back and let the maoist fight long war, which is Maoist cannot sustain. All they have done is kill civilians, humiliated wives by making them eat in from of their slain husband's body.

I hope Nepal gets smarter new generation of leaders, who not only can lead nepal but also know how to survive the storms. It takes a chanakya to deal with situation of current Nepal. Nepal waiting for Chanakya, Chanakya of a kind
